I believe the DRC government officials are being stubborn. It is obvious that the rebels want to come to an agreement. They want to reunify the DRC. Is the recognition of defeat really so necessary? This bullheadedness is leading to extended dispute. The sooner the reunification of the country, the sooner other issues may be dealt with.

This relates to the DRC's politics in showing how the DRC is a very dominant, controlling state. It will not accept anything less than a declaration. The DRC does not want to appear weak. It wants the world to know it is strong as a country. This may result in more conflict in the future however. In the end, that may cause the downfall of the state.
